Government Environmental Information Disclosure And Environmental Regulation

Since twenty-first Century, China’s economy has achieved rapid development, however, the environmental costs of economic development have been paid much attention, China is considered to be one of the most polluted countries in the world。 This kind of extensive economic development model which is based on the serious consumption of resources and over pollution of the environment makes China’s ecological environment more fragile, serious pollution and frequent environmental accidents to people’s physical health to bring serious harm, induced social anxiety, has become the focus of government attention, various policy measures have been introduced, pollution control investment continues to increase. However, the effect of environmental governance is not significant, which reflects the low efficiency and failure of environmental regulation.At present the main regulation means that the government adopts, the failure of environmental regulation can be attributed to two points:first, the end of the treatment is ineffective; the two is the source of prevention is not in place. For the latter, the government environmental information disclosure is a typical manifestation of the government in the environmental information to occupy the information superiority, is a powerful supplement to the enterprise information publicity, is the premise and foundation of public environment right to know, to play the role of public supervision of environmental public interest litigation. However, China’s current government environmental information disclosure due to various reasons, there are many problems, such as lack of information disclosure, many important environmental information is not disclosed, public information authenticity, timeliness can not guarantee, etc., limiting the public and environmental groups to the environmental pollution behavior supervision.In view of this, this paper takes the government environmental information disclosure as the research focus, the theory and the empirical analysis, and analyzes the mechanism of the government environmental information disclosure to the environmental regulation, and analyzes the main factors that affect the government’s environmental information disclosure, and then put forward policy recommendations to promote environmental information disclosure. The second part of this paper, the basic theory of environmental regulation and information disclosure, and the latter’s impact on the mechanism, and based on the international perspective, the use of comparative analysis, select the United States and the United Kingdom as a reference, a comparative analysis, highlighting China’s environmental information disclosure system. The third part uses the government information disclosure index (PITI) to construct the government environmental information disclosure of environmental governance empirical model, test the effect of environmental information disclosure to the environmental management, and finally come to the conclusion:(1) government environmental information disclosure has a positive effect on the efficiency of pollutant treatment, in other words, the government public environmental information is conducive to promoting urban environmental governance. (2) government finance as the main source of environmental governance has a positive effect on the government environmental information disclosure. The fourth part of the model, the empirical analysis of the impact of government environmental information disclosure:(1) the number of enterprises, the government of its environmental information disclosure is small; (2) the government’s environmental information disclosure is relatively small; (4) the government has become a major factor in the government environmental information disclosure. (3) the government environmental information disclosure is weak. (5) the government environmental information disclosure is weak. Environmental information disclosure has a positive effect. These conclusions enrich the empirical evidence of the government environmental information disclosure, and reveal the important factors that hinder the public environmental information disclosure, which is conducive to improve the environmental information disclosure mechanism, and further promote urban environmental pollution control. Based on the above research conclusion, the last part of this paper puts forward the relevant policy recommendations.The disclosure of government environmental information point of entry, the environmental information disclosure of the causes and consequences of, for the promotion of environmental information disclosure, strengthen supervision of social environment, to improve environmental management has a strong practical significance, but also enrich the academic research, especially the open government environmental information public lack of empirical research. But there are still some problems in this paper:the characteristics of the largest number of enterprises in the city are selected as the research data. Other enterprises have a further study on the public impact of the government environmental information. The data is available, only the data from 2008 to 2012, which need to be used to test the data of more time span.
