The for the year 2014 new Chenglan railway, to carry out the planning highway, local roads, railway construction on the regional ecological environment cumulative effects research work, combined into Chenglan railway construction, proceed from the cumulative impact source, cumulative process and cumulative effect, from the regional environmental quality, ecological service function, ecological system pattern and biodiversity in view of the possible superposition effect were analyzed.Chenglan railway line through the Minshan mountains concentrated many rare wild animals and plants and endemic species, is China’s biodiversity protection in key areas. Through the study of cumulative impacts can be in wider scope of time and space coordinate development and environmental protection, will past, present, and future development activities are included within the scope of the evaluation, and from the influence of natural environment, ecological system and social environment angle was evaluated. The environmental impact of a single project and the impact of multiple projects to consider, for a reasonable implementation of regional infrastructure to provide a more complete, long-term environmental impact of information and based on. According to the Lanzhou Railway sensitive areas within the planning highway, local roads, railway construction, to carry out cumulative impact assessment of comprehensive and systematic analysis of regional environmental impact characteristics, regional environmental impact studies principle is to prevent the regional adverse cumulative effects occur, slow accumulation of the effective means of harmful effects, has a very important significance. The research results show that:the integrated local road network and the construction of Chenglan (Sichuan), the cumulative impact of the overall ecological service in the 10 km along the railway (Sichuan) is not obvious. Assessment of the biological diversity of the 10 km along the Chenglan Railway (Sichuan section) within the scope of the biological diversity of the overall ecological service functions to maintain good. From the point of view of water conservation function of ecological system, the higher regional area was 593.4 km2, accounting for 9.9% of the total area. Higher regional area of 3559.6 km2, accounting for 59.1% of the total area, the ecological function to maintain a good degree.According to the characteristics of the construction of the railway construction, the direct influence of the direct construction area in the construction project on the environment is directly affected by the construction project. According to the field survey of 1 stations,7 of which were not filled in the field,18 had been filled in the residue field (including 1 temporary residues). The ecological service function of the land occupied area is greatly changed. The original ecological service function is almost completely changed. Mao station due to a change in the nature of land use, ecological service function will be difficult to restore to its previous state, after the completion of the station will inevitably drive around the construction and development, will remain on the surrounding ecological service function caused a lasting impact. The results can provide reference for environmental management decision makers to optimize decision-making, in order to focus on investment in environmental protection funds, priority to some key areas, sensitive areas to carry out comprehensive improvement of ecological environment.
