During the process of development, the heat island effect caused several indirect negative impacts including reducing the comfort of the city and increasing the economic burden of the residents. Current studies pay more attention on the formation, the status and the influence of the urban heat island while the focus on the interaction between land use and the heat island is still lacking. This study concentrates on the relationship between urban heat island and land use, proposing a corresponding research system in extensive researches based on scientific research.First of all, this study collected and collated basic data of the city and the satellite images to operate the inversion, acquiring the temperature, the normalized difference vegetation index, the PV and other spatial databases. On that basis, it establishes a database of urban land use. Then, this study conducted the linear regression analysis with land use and PV data of 2009 and 2013 as independent variables and the surface temperature as the dependent variable, obtaining the following conclusions:(1) The urban heat island in Huai’an has a clear core-layer structure. With the construction of Huai’an city, the number and the range of core points expanded, resulting in the heat island expanded, covering the whole city while the low-temperature region showing fragmentation trend.(2) Temperature-rising lands expansion in Huai’an aggregated high temperature heat island effect while the scope of its radiation also expanded accordingly. Reducing and relatively fragmented layout of temperature-lowering lands limited its cooling effect.(3) The impact of land use on the surface temperature is significant, which can be quantified. At higher temperatures, raising the PV could effectively reduce the temperature. Mixing different types of plots had different temperature performance. Changes in land use structure of the overall distribution would have affected heat island.(4) The heat island mitigation of the water region in Huai’an had a large room for improvement. The existing green spaces in Huai’an impeded the expansion of the heat islands only a slight bit. To improve the efficiency, links between each green patches should be strengthened. With respect to the land use structure, decentralizing the concentration of temperature-rising lands, connecting the water region and green spaces, isolating cluster-typed layout and a more rational allocation of temperature-rising and temperature-lowering lands would alleviate the heat island effect.
