Research On The Potentiality Of Air Pollution Discharge Reduction During 12th Five Year Period In Jilin Province

The Total Control Policy on main pollutants has been considered as a national important measure to be implemented in the 12 th five years after its implementation in 11 th five year period. In the 11 th five years, Jilin Province achieved its reduction goal one year before expectation through many kinds of endeavor. However, the pressure on major pollutants reduction in whole Jilin province in 12 th five year period is still high due to coal consumption amount to be calculated to 100 million tons in total and the larger discharge amount from vehicles which are doomed to be increased quickly.In order to achieve Jilin Provincial reduction goal in 12 th year period, the research collected environmental statistics and pollution census data of 2005-1010 as first hand materials, and took 2010 year as base line, and analyzed 11 th five year reduction situation of Jilin Province. In accordance with 12 th Year Planning Basic Ideas Of Ministry Of Environment Of The People’s Republic Of China(hereinafter as Basic Ideas), and The Guideline Of 12 th Five Year Major Pollutants Total Amount Reduction Planning Compilation, the research predicted the macro economic development, energy and coal consumption of Jilin Province, estimated newly potential increased discharge of SO2 and NOX, analyzed discharge potential of thermo power station, steel and iron, petrochemical, cement and coking industries。Through the analysis, it reaches thatduring the 12 th five-year plan, throughmeasures such likeaccelerating the desulfurization denitration construction of thermal power, steel, cement and other keyindustries and efforts to eliminate backward production capacity, improving vehicle access threshold and accelerating the elimination of yellow sticker vehicles, Jilin province can fully accomplish the 12 th five-year plan emission reduction targets of cutting 113000 tons of sulfur dioxide and 40200 tons of nitrogen oxides.
