Research On Evaluation Methods And Case Studies For Watershed Ecological Compensation

Watershed ecological compensation is environmental policy which use economical tools. In recent years, eco-compensation has the tendency to be widely adopted because of its role of realizing the social fairness. At present, the research about eco-compensation at home and abroad focuses on compensation calculation, eco-compensation mechanism, policy formulation, water resource management, etc, and it is relatively rare to see the research on assessment of implementation effect of watershed eco-compensation. To the government, it is inexperienced to imply eco-compensation in watershed, especially the policy with crossover problems and in order to protect the overall ecological environment of river basin. It means a lot to establish the assessmet system of watershed eco-compensation for its promoted application in China.The purpose of this paper is to build an assessment system taking the crossover eco-compensation in watershed as evaluation object and post-evaluation as evaluation form. Considering economic principle of eco-compensation in watershed, this paper chooses cost-benefit analysis(CBA) as basic framework of assessment of watershed eco-compensation. From the perspective of policy-makers,the main content of evaluation includes social developmentanalysis, policy effectiveness ratio analysis, the degree of internalization of external effects evaluation, environmental changing trend analysis.Especially, build index E2 standing for the degree of internalization of external effect, which measures the internalization of environmental behavior‘s positive externalities of eco-compensation in watershed, in order to assess the role of economic means in eco-compensation policy.From the assessment of eco-compensation in Xin‘an river basin with t he method above, it is easy to acknowledge that the direct investment is 21.374 billion yuan and the added value of environmental benefit is 3.352 billion yuan in 2010-2013 in Huangshan. And the internalization of external effect index E2 = 0.81, which means eco-compensation in Xin‘an river basin realizes its target of internalizing the external effect in some degree. What‘s more, with time passing by, the environmental benefits in Huangshan will continue gradually improving.But there still exist some problems in the implementation of eco-compensation in Xin‘an river basin, such as the inefficient implement of intensive livestock and poultry breeding, ecological tea garden construction, etc. Suggestions that the strength of environment policy should be enhan ced, the focus of work should be shifted toecological environment protection and publicity and education should get more attention are given.In this paper,considering the economic principle of the policy and combining qualitative analysis with quantitativ e analysis,the assessment method of eco-compensation policy in watershed is built andscientific and reasonable conclusion is reached. From the assessment, it gives effective suggestions for policy makers.
