As one of the most significant part of Electrical Distribution Network (EDN)due to responsible for connecting customer and upper power supply system anddirectly influence the development of society and the progress of enterprise.Accompany with the developing in EDN in recent year, the investment becomesincreasing sharply which represents that the reliability of EDN could be fulfilled thenecessity of most region. The genuine paradox, however, becomes the whether thecurrent reliability of EDN could continuous followed the step of constantly increasedpower load as the sustaining development of social economy. Increasing investmentactivity does indeed means improve the reliability of EDN apparently by no meansit’s will approached to100%, thus, the question becomes what the reasonableinvestment is, are there any exist connection between reliability and investments, andhow the connection be consist of. Such questions presents that there is a bridge linkedreliability and economy in which are the indispensable and irreplaceable index inEDN. This paper is focus on the medium voltage of EDN in a specific region ofGanzhou city. To analyzed economy of EDN in deeply through combine the reason ofpower failure and the character of power load. The main work was as follow:1、Seeking out the most essential reason for power failure,and then sorted inorder of size through conclude and analysis the cause of power failure and loadcharacter in comprehensively. Moreover, summarized a series practical solutiontowards improve reliability of EDN in Ganzhou via “fishbone chart”, which are thefoundation of reliability prediction.2、Investment might be caused after operating project are always subconsciouslyneglected as result from large proportion of fund invests at the beginning of a project.Thus, this paper approach to pay attention to those post fees such as maintenance andpower failure spending, and bring them in to Life Cycle Cost (LCC) which based oneconomical theory and involve a particular project in the entail process with time anddiscount rate. Furthermore, observe and analysis consequence via alter distinct factorsrespectively, at meantime, verified it could present financial status directly and help decision-making more effectively and efficiently.3、To seek for balance point among in reliability and investments this paperevaluate planning in LCC model and complete the LCC calculation of Ganzhou’EDN planning from2014to2015. Bring the means of calculate power failure andload prediction into LCC analysis to find out total LCC based on the specific projectdata. Series of practical situation are taken into considerate to make sure output withhigh precise and fulfill with actual requirements. As a conclusion, other seniorinvestments might be overwhelming initial investment and suppose theoretical anddecision-making support for the further planning.
