Wind energy is the most mature application of new energy technologies. Wind energy israndom and intermitten, which is source of interference of the stable power system. Toachieve large-scale wind power connect to grid, it need to reduce the volatility of wind poweror increase the ability of the grid accommodating wind power. Retrofitting existing powergrid to accommodate the higher capacity of wind power is difficult and uneconomically. Soreducing the volatility态intermittent of wind power,which has become the trend of currentresearch. The storage device of wind farm energy is effective means of reduce wind powervolatility adverse impact on the grid and. Energy storage systems are expensive, large-scaleconfiguration can not meet the economic requirements. Energy storage systems configured ina targeted manner to stabilize a greater impact on the grid for wind power fluctuationcomponent is economy feasible. Voltage fluctuations and flicker caused by wind power is themain power quality problems, but also restrict remote areas wind power capacity. It haspractical significance that wind energy storage system configuration research relations ofcapacity and stabilize wind power fluctuations and power quality improvement to improvewind power grid stability.Firstly, using empirical mode decomposition (EMD) to decompose wind powerfluctuations power, giving Hilbert spectrum of wind power component time-frequencyfluctuation characteristics though Hilbert transform reflected fluctuations, the introduction ofthe instantaneous frequency concept descripte wind power fluctuation componentcharacteristics, according to the instantaneous frequency to achieve wind speed fluctuationscomponent classifier. Established for optimal wind Chu combined output target poweroptimization model to optimize energy storage system target output power.
