As the standard of living improves, the number of privately owned vehicles hasincreased rapidly. While this increase helps improve the quality of life in many ways,more vehicles have also brought more traffic jams and more motor vehicle accidentswhich have negatively impacted people’s lives.Development of the Intelligent Traffic Guidance Systems (ITGS) will help solvethe traffic congestion problem. The ITGS will deliver accurate traffic information todrivers in real time, and provide traffic route guidance and control traffic flow moreeffectively.Traffic flow information is at the heart of any traffic state identification androuting guidance system. This paper focuses on optimizing the processing of trafficflow data by an ITGS and proposes an efficient data preprocessing method, by whichthe functional modules of the ITGS achieve effective routing guidance throughsampling traffic flow, road access time and other data.Additionally, this paper provides a tailored solution for the ITGS to the map-matching problem by studying the MapInfo electronic map. The paper proposes animproved map-matching algorithm that corrects the vehicle positioning errorscommonly found in other map-matching algorithms.After developing the new traffic data processing algorithm, this paper will proposea blueprint for building an ITGS. The paper will also discuss how to build a trafficdatabase as well as demonstrate the main functional blocks of an ITGS.
