Research On City Planning Management Under The Perspective Of Earthquake Disaster Prevention

With the further development of economic and social development process of China’srapid urbanization, the rapid expansion of city size and density, seismic risk with theaccelerated process of urbanization in the city continued to gather, frequency and intensityof its occurrence are becoming increasingly serious. This earthquake disaster preventionplanning and management of the research work of the city, to ensure security and stabilityin the city, put forward higher requirements. Establish and improve the planning andmanagement of urban earthquake disaster prevention system, improve urban earthquakedisaster prevention capabilities to protect the safety of the living environment has becomean issue of common concern to the whole society.In this paper, in order to improve the level of China’s earthquake disaster preventionurban planning and management for the purpose of comparison studies, literaturereference, quantitative research and qualitative research combined with other means ofpublic crisis management as the theoretical basis, combined with crisis management4Rtheory, China’s urban earthquake disaster planning and management research. Firstly, itdescribes the background to the study, pointed out the severe form of the earthquakedisaster facing our cities, the study made sense, and related research at home and abroadto do a brief introduction. Secondly, it introduces the theory of public crisis managementand urban earthquake disaster planning, noting that the association overall urban planningand urban earthquake disaster prevention planning. On the basis of this association, themanagement system from three aspects, emergency management, describes the status ofthe legal system planning and management of urban earthquake disaster in our country,from the decision-making urban earthquake disaster prevention planning, implementation,monitoring, analysis of three aspects of urban planning and management of the problems.Then the experience of foreign countries urban earthquake disaster prevention planningand management of in-depth research to the United States, Japan and New Zealand, interms of the management system of the three countries, the emergency responsemechanism, security system, a detailed elaboration. Finally, the status quo of China’s urban earthquake disaster prevention planning and management issues as well as empiricalstudies abroad planning and management of urban earthquake disaster prevention,management system from four aspects, decision-making mechanism, operationmechanism and supervision mechanism proposed to improve planning and management ofurban earthquake disaster prevention countermeasures. Proposed the establishment of acomprehensive disaster management agencies, so compartmentalized integration, levelsof responsibility, a clear division of responsibilities to refine the management system;build scientific decision-making mechanism to do surveys and research, planning anddecision-making mechanisms separated off seeking information systems; operationalmechanism proposed to strengthen the seismic prevention stage, the establishment of asound preparation phase emergency management mechanism, improve recovery andreconstruction phases of relief system, strengthen the construction of public investmentmechanisms; aspects oversight mechanisms proposed balanced configuration planning andmanagement supervision, establish planning administrative responsibility system, andbuild public participation in the management and supervision mechanisms. Through thesestudies, the final conclusion of the earthquake disaster prevention planning andmanagement of our cities were discussed.
