Energy-efficient building is an important way to maintain sustainable development. And the energy-efficient building is also a preferable essential way to achieve maximum efficiency. The optimization of energy-efficient buildings inevitably requires energy-efficient buildings’evaluation index, index weights, and selection methods. At present, energy-efficient buildings are divided into prescriptive evaluation index, performance index. Evaluation of foreign energy-efficient building is divided into list method, life cycle method, calculation and simulation evaluation method. At present the researchers mainly use methods such as Delphi method, AHP (Analytic Hierarchy Process), and the method of entropy for determining the energy efficient building index.In this paper, through literature review and interviews with experts, we can get initial investment risk list of this energy-efficient building. Initial Investment risk of energy-efficient buildings will be divided into external risks and internal risks. And the external risk includes policy risk, economic risk, social risk, natural risks. The internal risks include risks for developers, risks associated with the designers, supervisor, constructor and the supplier. On this basis, we use the Delphi method, principal component analysis method to get critical factors that affect energy-efficient buildings’ risks. Then we divide the Investment risk indicators of energy efficient into two one-level risk indicators, eight two-level risk indicators, fifteen three-level risk indicators.On the basis of the energy-efficient buildings’investment risk list, through literature reviews, interviews with experts we can get further building energy-saving indicators, economic indicators. And ultimately integrated risk categories of indicators, energy consumption indicators, economic indicators, we can draw comprehensive building energy-saving evaluation system.After getting the comprehensive building energy-efficient evaluation index, firstly we use entropy method to determine the Preliminary weight of each index, than use the fuzzy analytic hierarchy process (FAHP) to revise the energy conservation index’s weights. After reaching the target weight of energy-efficient buildings, we use the ideal point method to filter out the optimal solution. And on the basis of energy-efficient buildings’ optimized theoretical model, by the form of cases we demonstrate the16schemes of energy-saving design to the residential building, proving the feasibility of building energy saving optimization theory model.
