Refinery occupies a key position in the national economy and the requirement for the reliability of distribution system is very high. Once key facility is out of power, the consequences are serious. It will produce huge economic losses and cause severe political and social impacts, so there is an urgent need for reliability evaluation of refinery distribution system.This paper describes the methods and indicators to assess the reliability of the distribution system, analyzes the characteristics and scope of application of these methods. Then it analyses of the Bayesian network approach and Bayesian network model and inference algorithms involved in detail and programs for IEEE-RBTS bus2experimental system reliability with MATLAB.Then, taking delayed coking process as an example of refining process, indicating that different importance of electrical load needs different reliability requirements. Load hierarchical classification methods are introduced in assessing the reliability of the power distribution system. Compare several electrical load importance evaluation methods and finally apply a way to reflect both subjective and objective factors, namely entropy-AHP, to conduct electrical load importance evaluation. Define the important electrical load and analysis its power losses, and then the importance of assessment for five typical refinery electrical loads were analyzed as example.This paper relies on the major science and technology projects of CNPC,’the research on the key technology of low carbon’. It applies electrical load importance evaluation to Karamay Petrochemical Company’s supply reliability evaluation. It compiles interface program to Refinery Power System Safety and Energy Saving Optimization Platform with MATLAB and then evaluate the reliability of Karamay Petrochemical Company. At last, this paper proposes technical measures to improve the reliability of power supply and develops’Guidelines of Safe Operation of Refinery Distribution System’.
