Due to the constraints of energy, environment and other issues, transitional power generation such as thermal power technologies are under much more restrictions. Distributed generation (DG) technology is getting a rapid promotion, which is land-saving, economical and resources and environment-friendly, However, the increasing grid-connected rate of DG will produce impacts on power quality, reliability, protection, planning and other aspects of distribution network inevitably. Rational planning of the distribution system can improve the reliability and economy of power system effectively. Research on DG distribution network planning is of great importance, and the substation locating and sizing with DG is researched in this paper.Based on the characteristics of DG and its impact on distribution network, a substation locating and sizing model based on the life circle cost (LCC) is developed, and the initial investment, operation and maintenance cost, fault cost of superior power grid; lower power distribution networks, transformer equipment and DG cost are considered in the mode. The influences of DG to the lower power distribution networks are also considered which are used to revise the object function. Besides, the electrical constraints and geographical constraints are designed as penalty factor. Which more, the improved quantum particle swarm optimization (IQPSO) was raised to optimizing the object function, and the IQPSO has adaptive shrinkage coefficient of expansion which can adapting the optimization speed according to the function itself, and accelerate optimization process, while the algorithm can effectively avoid getting into local optimum. Besides, the Voronoi diagram was chosen to divide the supply area automatically. Finally, the method proposed in this paper was verified by numerical example, the results show as follows:the method put forward in this article have an effective optimization result in substation locating and sizing with DG; The planning scheme of substation locating and sizing with DG can save a lot of investment, which can ease the substation site selection problem in the developed area effectively.
