In the power system, distribution network is the part that most closed to energy consumers. It features with many characteristics, such as strict requirement on security and reliability, high requirement on power quality, huge energy consumption and high load density etc.. Scientific and reasonable planning on the distribution network is the invisible premise to guarantee the security and reliability of power system, improve the framework of distribution network, and guarantee the economy benefits of power suppliers. In the planning of power system, the planning on the distribution network is an indispensable composition. Whether the planning quality satisfactory or not directly influences the level of investment and income while affecting the structure of given network. In addition, it not only plays a vital role in promoting the security and reliability of power system, but also in improving power quality, automation of the distribution network automation as well as the economic and social benefits.Yuyang, Shanxi Province is a region abundant with many resources, such as coal, natural gas, oil and salt and other resources. It is located in the northern part of Shaanxi Province. Yulin has been approved as a National Energy and Chemical Base (NECB) since2003by the National Development and Reform Commission (NDRC). With the rapid development of Yulin, in the actual operation and management, it has gradually revealed many problems in the original distribution network. Therefore, in order to meet the growing energy consumption demand, it is urgent to optimize the distribution network of Yuyang.For the research on the model and algorithms, the distribution network planning has achieved a great progress. However, there still exist some problems in the practical application. In this paper, for the planning and technical assessing method of urban distribution network, the anthor combines application research with theoretical research to make thorough research and exploration.At first, based on the survey on the electric energy demand of energy consumers in the central region, this paper analyzes the current situation of Yuyang distribution network. Secondly, on the basis of load structure in Yuyang district, the electricity consumption in the future time period is predicted while the load density assement method, annual augment analysis method, survey foucused on impottant consumers method are used. Finally, the10kV power distribution network planning is worked out, while the load forecasting results and the planning of upper power grid are taken into account. It will efficiently improve the security and reliability of the power system, power quality and the voltage qualified rate of the distribution network. Besides, it can fufill people’s growing demand on electricity due to the economy development and people’s improving living standards.According to the existing research, it can be easily concluded that the energy supply should be conducted in different ways for energy consumers in different important extent. Therefore, this paper classifies the users of the Yulin center city into two types:important users and ordinary users. Meanwhile, to guarantee the security and reliability of planned distribution network, the distribution network can be divided into several discattered parts to design and plan. During the process of operation and management, the substation location, load density as well as the requirement shall be taken into consideration.
