Current situation of electric hand-held anti-operation monitoring system, the basicoperating on handwritten or telephone call of field personnel, this caused even the people didnot operate in the regular process operation,there is no alarm and voice reminding, easy tocause the electric power safety accident. As China continues to expand the scale of powergrid, power dispatching’s working pressure also follow to increase rapidly. Especially afterthe introduction of unattended substation, people need to master more the dynamic operationof the equipments, responsibility was more important. With such heavy working pressure,only by improving the personnel training of the power dispatching was not enough, need totake the necessary technical measures to avoid the wrong operation, eliminate safety hiddentrouble.By means of the advanced technology, this paper was designed and implementedspecifically for electric hand-held anti-operation monitoring system, on the one hand, thesystem to solve the personnel misoperation problem which comes from experience not rich orcareless produced; on the other hand,the system realized real-time monitoring and themanagement of peoples’correct procedures, to ensure the daily work of the power system tothe normal safety. The system can make the management of the power system and workingmore automation, high efficiency, safety. The main research contents of this paper are asfollows:First, electric hand-held anti-operation monitoring system is designed. First of all, theoverall system’s architecture and function was designed,the sources of demand as well as theworkflow of the whole system wan introduced; Then, the whole hardware system’sarchitecture and corresponding module function was introduced; Again, the overallconstruction of software system and the function of self development was designed;Finally,communication system was introduced.Second, in view of the influence of anthropogenic and environmental factors of bar codecan not be identified, the defect barcode identification anti-operation system was designed. Inorder to make the defect of barcode image recognition faster and more accuratethe, BP neuralnetwork can be used in the system. Because BP neural network had the disadvantages of slowconvergence speed and easily falling into local minimum, chaos theory combined withgenetic algorithm constructs the optimization algorithm to optimize the neural network.Using the algorithm’s search ability to improve BP algorithm depends on initial value,bytesting,the new neural network improved the recognition effect and accelerated the speed ofrecognition, achieved better anti-operation effect. Third, the electric hand-held anti-operation monitoring system was implemented. Firstof all, combined with WINCE embedded technology, wireless communication technologyand bar code recognition technology developed the forecast monitoring terminal; then,combined with the C#language using.net server technology, AJAX asynchronouscommunication technology, remote data communication technologies such as TCP/IPdeveloped the server software system. Finally, an intermediate service program was designed,as a bridge to the PC and PDA, and realizes the data wireless commuication.
