Wind power, as the most mature and widely used renewable energy of all, has made a significant improvement in recent years. With the continual enlargement of wind power penetration, the impact of wind power on power system security and stability increases. It is widely concerned that wind power concentration prediction and dispatch center were established to digest large scale wind power instead of abandoning it. In this context, this dissertation which mainly focuses on active power coordinate control of huge wind power base is of significant theory and application interest. This work is supported by the National High Technology Research and Development of China (863Program). The main content of this thesis is as follows:(a) Based on an analysis of the necessity and feasibility of wind farm cluster integrated control, a multi-time scale hierarchical active power scheduling system as well as coordinating control strategy concerning large scale wind power is established in this paper. Also one coordinating control method between wind farm cluster and conventional power plants based on CPS real-time index is therefore proposed to relieve peak load regulating pressure of power system.(b) To realize centralized control and elaborate dispatch of large scale wind power, a design of active power control system of wind power cluster is proposed. The system adopting a three-tier structure is subdivided into wind power dispatch station, wind farm cluster control station and wind farm execution station. The configuration plan, station function and control interface scheme are described.(c) To make full use of the real-time coordination ability of wind farms and realize scientific and rational capacity assignment, one wind power cluster active power real-time control model combining priority ordering method and multi-objective optimization algorithm is provided. The control strategy which takes the regulation performance differences of wind farms and scattered wind turbines into account is designed so that the wind farm cluster control station can realize online decision of wind farm active power control mode and fast calculation of active power output value under corresponding mode. The validity of the control strategy has been proved in simulation.
