| China’s wind energy reserve is big in volume and widely distributed across the country.Because of its huge development potential, wind power is considered as a strategic emergingindustry by the Chinese government. Wind turbine blade is an essential component of a windturbine, and it plays a decisive role in the power generation operation from wind turbines. However, huge market potential and active encouraging policies boost the development of windpower industry, including wind turbine generator, wind power blades, as well as other supportingindustries. It leads to severe overcapacity in Chinese wind power blades industry, and thecompetition in wind blade business is also more intense. Overall, Chinese Wind Turbine Bladeindustry is undergoing a restructuring and consolidation process.Competition gradually drives small and medium enterprises away from the market, while thelarge ones increase their competitiveness by developing new products or improving productquality. The new products trial projects for Wind turbine blades are inevitable for companies tolaunch new products. Quality management does not only guarantee the success of this trial project, but also serves as a necessary condition for the future mass production. The trial process has ahuge initial cost, and is not reversible because the main components are FRP composite materials. It is therefore necessary to impose effective quality management on each stage of the wholeprocess. This paper’s background is the production of wind turbine blades W. The study object is thetrial production project of R-type wind turbine blades which matching with the megawattwind generator. We use the theory and methodology of project quality management to control thequality of trial and management. First, we introduce the trial production project of R-type windturbine blades, including the background and early-stage preparation, the organizational structure, and key processes, etc. Second, this paper clarifies the overall objectives and quality objectives ofthe projects. In addition, this paper decomposes the quality objectives into sequential stages, forwhich we propose quantitative management plan. Third, this paper performs the qualitymanagement plan for each stage. Last, we use the “expert evaluation†to evaluate the trialmanagement, from which we prose improvement advices and comments. This study provides a good example for quality management of winder blades’ trial projectsand other related management areas. |
