A Research On Risk Assessment And Control Of Weiri Highway Project

For the normal operation and the coordinated development of the socialproduction, circulation and consumption, modern developed transportation networkplays an important role. At the same time, good transportation can also ensure rapid,sustained and healthy development of the national economy, so as to ensurecontinuous improvement in people’s living standards. With the building of ShandongPeninsula Blue Economic Zone, adhere to the sea land coordination are put forward,and to create a "strategic pattern formed a zone three zone", Shandong provincehighway project will show the trend of rapid growth. In this context, the Shandongprovincial government put forward the Weiri highway project. The completion of thisproject will change Shandong Weifang and Rizhao region fundamentally. It can alsochange the present situation that there is no linear high-speed link between theShandong peninsula north and south outstanding sea. It will be extremely beneficialfor improving the current traffic difficulties on the national main, which will greatlyenhance the peninsula economic circulation. Because the highway engineering projecthas the characteristics of large investment, long construction time, in the constructionprocess will encounter many unpredictable factors which can make each participantmay face many risks in the project construction process. If this will not be prevented,it will bring serious consequences to all parties involved. Therefore, to research onrisk evaluation and control of the project risk, to find early warning signal are verynecessary.Therefore, based on the basic contents of the project risk and its risk management,this paper took the Weiri highway project, which was in the construction in Shandongprovince as an example. From the project risk identification, risk assessment and riskcontrol and other aspects, this paper conduct a comprehensive, in-depth study on theproject risk management process. First, this paper made analysis of the developmentprocess, the status of the project risk management and the theoretical review of the project risk identification and assessment, so as to lay the theoretical basis of thisstudy. Then, this paper carried out a comprehensive analysis on the risk identificationand its evaluation of this project closely combined with the actual situation of Weirihighway project. Finally, according to the various risk factors that the project faced,this paper proposed risk control measures as the risk avoidance, risk control, riskretention, risk transfer and so on in order to provide the basis for strengthening therisk management of this project.This paper studies on a solid theoretical base. At the same time, this paper alwaysadheres to the reality of the project risk management theory and the Weiri highwayproject closely in the course of the study. Therefore, this research not only canconducive to the further enhance of the practice and operation that the project riskmanagement theory can use in the project management of highway construction, butaslo can provide some references for future similar studies on highway project riskmanagement.
