With the development of economy and urbanization faster and faster, the urbanpopulation and motor vehicle ownership substantial grows,as the traffic accidentproblem causes serious damage to People’s Daily life and property.With the problem ofthe current traffic accident,it is important to establish efficient urban road trafficaccident emergency rescue system. In the urban traffic accident emergency rescuesystem,combining advanced GIS,positioning,database and other advanced technologyto solved the problem of fast response for the accident, and rapidly generate rescueplan and organize the rescue after the traffic accident happens Therefore,It is importantfor reducing personnel and property losses caused by traffic accidents to theestablishment of efficient urban road traffic accident emergency rescue system.First,after the existing domestic and international traffic accident emergencyrescue system is analyzed and summarized,the two key issues that it must be addressedis raised in order to achieve efficient emergency relief, namely the rapid positioning ofthe accident and the rescue vehicle optimal route choice problem.Secondly, the paper proposed that it used the time lag between the mobile phonesignals and base station in order to position the mobile phone on the basis of GIS,electronic maps, database technical analysis.The phone number signals was coordinateconveted and displayed on the electronic map in order to achieve the accident pointelectronic positioning map;on emergency response time,this paper presented theclassical Dijkstra algorithm for solving the shortest past,and through optimizationsearch strategy,and reasonable set of algorithm search area to reduce the number ofnodes, to shorten the running time.Then,It bulit the structural framework of an emergency rescue system based onGIS for urban roads on the basis of the analysis of system requirements and determinedthe goal of the system,the function of the system,business processes,and improved theemergency system.In addtion,but also the information space for traffic accidentdatabase was designed in detail.Finally, by analyzing the case,some functions of the system inspected in thepractical application. It is tested to accidents positioning accuracy and the best pathselection algorithm and rescue vehicle. The result showes that this rescue system is able to meet the actual application reuirements.
