Water is the life of the person. As the world’s most precious resources, it has seized the attention of the world. Today, with the development of human production and life,water resources is increasingly threatened because of irrational development and utilization. Then water security situation is worrying. Yiwu City, located in the middle of Zhejiang Province, is a larger population density city.With the rapid economic development, water security situation is more severe.Yiwu, as the study area, builds water security evaluation system through the scientific method, and make an evaluation and analysis for water security situation by means of the use of multi-level and Multi-objective fuzzy optimization model, and predict Yiwu water security situation in future by the use of gray forecasting. It expects the publics can have a more clear understanding for Yiwu water security situation, propose accurate practical solutions for improving water safety factor in Yiwu, and provide the appropriate reference for establishing harmony between man and water.Firstly, the statu of water safety studies were analyzed. It starts in1970s, with the passage of time, the water problems continue derivatives, it has more in-depth development for researching on water security in the21st century. Therefore, different scholars have a more profound and wide-ranging discussion. Based on the theoretical support, this article stated the purpose and content of the paper and explained the research ideas and methods of this article. These,as the basic criteria,are more scientific and reasonable evaluation of the security situation in Yiwu water.Secondly, shows the basic situation in YIWU. From the macro level, the article grasps the current basic situation, such as climate, soil, hydrology, geology, topography, population, economic development, etc.,through analyzing the natural environment and the socio-economic conditions in Yiwu.Thirdly, analyzes currently Yiwu water security problems through the collection and investigation of relevant information. In this section, it analyzes the status of water resources development and utilization of Yiwu firstly, knows the current situation of water conservancy facilities in Yiwu City, and mostly summarizes Yiwu water safety issues exist, then do in-depth discussion for the earlier issues and find out the reason.The reason will be divided into two aspects in this article:the natural and human factors.Human factors,which is relatively large current factors, mainly reflected in the structure of unscientific water, water-saving consciousness, unreasonable and water conservancy facilities management not in place and so on.Fourth, according to the actual situation in Yiwu combination of internationally recognized security content of water,it builds science Yiwu water security evaluation system though water security evaluation Yiwu careful selection of indicators. System is divided into four levels:goals, guidelines, elements and indicators layers from high to low. Based on a complete evaluation system, the paper selected AHP and weighted assignment for qualitative and quantitative evaluation of water safety Yiwu index to determine the re-evaluation system.Fifth, select model multi-level and multi-objective fuzzy optimization model to analyze water security situation in Yiwu City by building earlier water security evaluation system. It finds the rank in Yiwu water security from2001to2012:2003<2004<2001<2002<2006<2005<2007<2008<2009<2010<2012<2011,where the minimum membership degree water security, water security situation is the worst in2003; while the maximum membership degree water safety, water safety situation is best in2011. From2001to2012, Yiwu City water security situation was gradually improving trend. In addition, the article also make a analysis one by one to the water layer and security guidelines layers of water safety situation, and find the major incentive affected degree of water safety.After determining the degree of water safety in recent12years of Yiwu, predicts water security in the next11years by gray predictive method which is more accurate. Sixth, according to the water prior to the security situation in Yiwu, issues the corresponding solutions,including the contradiction between supply and demand Yiwu water, the more serious water pollution, more frequent occurrence of water-related disasters, and protection of the safety of drinking water,etc..Finally, reviews the overall situation, summarizes the main conclusions and reflects on the results of the deficiencies that exist in the result.
