Scientific and rational investigation works on power transmission and distribution(PTD) will lead to great advancements of regional society and economy. However, in theimplement of a PTD project, large-scale investment, long construction period and hightechnical requirements as well as strong sensitivity of external economic environmentand natural conditions bring about huge risk. Meanwhile, lots of PTD projects werestarted this year in the domestic, and the progresses of them have been largely sloweddown by the unknown risks. Considering the incompleteness of current risk managementsystem, especially foreign risk management theories in our country, it has importantsignificances to study the risk in investigation works on PTD.In this thesis, risk management in investigation works on PTD is studied. First of all,theories on risk management are reviewed, and the definition and progresses of riskmanagement are introduced. Moreover, according to the characteristics of PTD projects,the main risks in investigation works on PTD, especially in the foreign ones are analyzed.Afterwards, risks of PTD projects are identified. According to the progress of the projectphase, deep analysis of risk factors in pre-decision phase, project preparation phase,construction phases, and operation management phase are made respectively, and a riskassessment system for PTD projects is constructed. After a brief introduction of severalrisk assessment methods, fuzzy comprehensive evaluation method is used to define riskassessment system for investigation works on PTD. Using this system, risk assessment ismade for the phase II project of a2×300MW coal-fired power plant in Sri LankaPuttalam. The assessment results are compared with those in actual cases, and it isproved that this assessment system is reasonable and scientific. Finally, in terms of therisk degree, strategies for risk response are proposed, and it is believed that thesestrategies will provide some useful reference for the risk management of investigationworks on PTD.
