The tourism hot is rising now, Weizhou Island has already been included in thefocus of national development planning strategy after the state has promulgated thedevelopment. Wei Zhou Island as a leader in Beibu Gulf tourism which must play aleading role. Weizhou Island will be a new economic growth point of GuangxiProvince by take advantage of its own high-quality tourism condition. However, asthe main mode of transportation between the Weizhou Island and inland, thetransportation is the central concerns.The single mode of transportation and theinferior infrastructure have become one of the bottleneck to restrict the developmentof the island tourism, therefore, the solution and optimization these problem is ofgreat significance.Firstly, this article expounds the basic principle of waterway passenger route tomatch the ship, and analyzes the present passenger routes situation of the North Seato Weizhou island qualitatively and quantitatively to forecast the developing trend ofthe route traffic. Qualitative prediction is driven by the need from tourismdevelopment, policy support of the national strategic development and their owndevelopment needs, predicting route traffic to show the trend of rapid growth.Quantitative forecast is combined with the route operating conditions, according tothe time feature of route passenger traffic, using the time series decompositionmethod to the future passenger traffic for more accurate prediction, providing reliabledata for the expansion of chapters later in this paper. Under the prediction that thefuture route passenger flow will increase significantly and the existing ship under thecondition of operating conditions will not change, the optimization of the route isimperative. In the third chapter,treating the lowest cost of the operating system as bethe objective function, and existing passenger traffic and ship quantity as be theconstraint, establishing the mathematical model, and using software programmingMATLAB to calculate the ship optimization results, then analyzing the optimizationresult and putting forward the optimization model of two defects:1) after thecomplication of the actual issue, traditional optimization model would be difficult todraw the optimum solution,2) without considering route class times cost of the whole system and the impaction of passenger waiting time. In view of the above defects ofthe model, the fourth chapter puts forward the mathematical model withcomprehensive consideration of the enterprise operating costs and class schedules,transform the actual background into0-1knapsack problem, using the geneticalgorithm, and concluding the class schedule of the passenger route with minimumcost, at the same time optimize the cargo planning and the class time of the passengerroute.
