| There are40466towns in China, with more than800million people living there. However,the standard of allocating public facilities in towns is too simple in a long time. In addition,most of the researches are qualitative based on policies and principles, few are quantitativeresearches according to scale and level. Moreover, the existing quantitative researches aregenerally confined to the specific case under certain circumstances, which is not universal,and lack of quantitative evaluation indicators system. What’s more, most of the domesticand foreign researches only consider supply amount and localization, rather thanevaluating the reasonability and adaptability of public facilities from the angle of users, letalone the research based on supply efficiency considering supply amount and quality atthe same time. The possible result is that the coverage of public services insufficient, orthe low efficiency.This article is based on investigation of indicators of allocating public facilities in a largenumber of towns, combined with the empirical study of the specific planning andconstruction. Math model and space technology are utilized to analyze quantitativelyspace allocation of public facilities in towns and its efficiency, in order to direct theoptimize allocation of public facilities in towns, and to make up for the defects of rigidindicators.140towns of six provinces in central China are taken as examples in the thesis,and sufficient micro investigation data have been collected, including scale of facilities,population concentration level, economic development level and traffic conditions etc..The investigation data have been preliminarily disposed of by means of factor analysis,and the influencing factors that influence the service efficiency have been obtained thereby,which are divided into two categories such as facility allocation and facility demands.Then spatial analysis and overlaying are carried out for each factor through GIS spatialtechnical measures. Finally, the spatial corresponding relations among allocation of publicservice facilities, demands for facilities through3D simulation, i.e. the assessment modelfor spatial allocation efficiency of public service facilities. The thesis has put forth theproblems of the allocation of public facilities in towns of north Jiangxi Provice with acertain aim by means of such model, and has given optimization proposals. The model is able to help evaluating the reasonability and adaptability of allocating publicfacilities scientifically, to reveal the inherent law between the service efficiency and spacelayout, and to direct the construction of effective public facilities system in towns. |
