With the implementation of the rise of central China strategy, Shaoyang’spoverty alleviation is closely related to Wulin regions. And Shaoyang Municipalmakes full use of this opportunity to propose the strategies of how to overcome thedeveloping region. So rapid development of the urban economy construction, themunicipal infrastructure construction is increasing vigorously, and more and morenonlocal building institutes begin to compete with the locals, which makes the latterdo further research on project time management, if the locals aim to be competitive inthe market.Quantities, ranges and costing are the three key elements in the project. Thesuccess of the projects largely depends on the project time management. According tothe previous research, most of the failures result from surpassing the time limits of theprojects. It is therefore reasonable to manage the project time effectively so as toensure the success of the projects. The thesis introduces and analyzes the currentsituations of the building design institutes, and summarizes the reasons of backwardproject time managements. This paper adopts the case studies of renewal of the SouthXH Road and further discuses how to manage the project time effectively in this case.Furthermore, it analyzes how to ensure the application of efficient project timemanagement in detail and how to control the project time. In this case, this paper aimsat improving the backward systems of project time managements. Meanwhile, itfocuses on the improvements of project time management in the future and on raisingthe benefits in the project and strengthening the competitiveness.
