With the expansion of the scale of power system, large-scaled interconnection ofpower grids, long distance or uhv transmission of electricity, and the wide application ofpower electronic devices increase the complexity of the power network. It is difficult toanalyze the dynamics of power system network only by traditional reductionism. As thepower system network consists of a mass of nodes and the connections, it has thecommon characteristic of complex network. So the topology structure is the inherentattribute of the power system network, once confirmed will has a significant impact onpower grid. On the basis of the theory of complex network, this paper will study theproblem of transmission network expansion planning, in order to choose the reasonablestructure of the transmission network expansion planning scheme, increasing the safety ofthe power system.Firstly, the paper introduces the basic concept, the research status of complexnetwork theory and the basic situation of the transmission network expansion planning,then focus on the current application of the complex network theory in power system andin the transmission network expansion planning.Secondly, the paper analyses the basic conditions of the transmission network fromtwo aspects of structural characteristic and operation characteristic, put forward relatedindicators to comprehensive analysis the structure and working characteristic of thetransmission network. A new weighted method of power system complex network isprovided and a new model of power system complex network is established. Thirdly,improve power system complex network basic evaluation index on the base of the newpower system complex network model, and establish the transmission network balancingindex to response the grid structure and the network load balancing. Finally, introduce the power system complex network evaluation index and thetransmission network balancing index into the traditional transmission network expansionplanning model, build a new evaluation index system and a new complex transmissionnetwork expansion planning model which based on complex network theory, put forwardthe solving method.Practical sample of the18-bus system proves the new evaluation index system andcomplex transmission network expansion planning model can effectively choose thescheme which is technical, economic, balancing, and can adapt better to the change ofpower network operation mode, to improve the safety of the power system.
