With the rapid development of Lithium battery industry,the application oflithium batteries goes more and more widely in various fields. However in recentyears, safety accidents of lithium batteries have occurred frequently. Meanwhile,quality requirements regarding lithium batteries have become stricter in variouscountries and regions. Various regulations, directives, and standards have been issuedand updated for the past few years, which becomes the technology barrier to batteryexport of our country and puts forward higher requirements.Quality testing plays an important role to ensure the safety of battery usage,which refers to numerous standards; various testing methods that have their ownfeatures. Along with the implementation of the national and regional standards, aswell as our national standards in line with international practices, research regardingrelevant standards and testing methods of domestic and international batteriesbecomes necessary. Laboratory of battery testing of Tianjin Entry-Exit Inspection andQuarantine Bureau is the key laboratory of General Administration of QualitySupervision,Inspection and Quarantine of the People’s Republic of China (AQSIQ),Based on the characteristics of lithium batteries, we carried out in-depth research onthe standards of all the major exporting countries, studied the forced internal shortcircuit test that is newly added in the new IEC standards, examined all the differentforced internal short circuit test methods, and compared the advantages anddisadvantages of these different methods. In the thesis, we also did research on theovercharge test which in this test, substandard samples are frequently found. Morespecifically, we analyzed how different charging methods and the numbers ofcharge-discharge-circle affect the overcharge test result. The explosion and firemechanism of the lithium batteries was analyzed as well. Last but not least, wedesigned safety protection facilities that can be used during inspection and testingbased on the risk of the lithium battery testing process, as well as the characteristic ofeasily producing toxic gas.For some of the battery tests, especially the discharge performance test, itgenerates huge amount of data that is very useful for further research. Also, thetesting data need to be traceable. Therefore we built a data management system tostore, manipulate and study the testing data. In the last chapter, we developed abattery testing management system using C++and visual studio. It allows us to putapplication form, process orders and inspection records into the system, and organizethem according to the test process, so that some relative information such as testingparameters and testing results could be appeared in the test report in standard formatautomatically. It also has the ability to let us retrieve the testing information forfurther study. Although, because of the lack of time and short of programmingknowledge, there are still some problems in the system, therefore need further update.
