After water conservancy hub project is completed, the river bed is scouring and incised as well as river water level has been reduced because of the hydropower station operation and disordered mining under the dam all the year round. So it will bring serious influence on navigation. To solve this problem, people usually establish non-gate low dam on the appropriate position in downstream. Reverse adjustment non-gate low dam has following characteristics: this dam is low, it presents reservoir flow characteristics in the front of the dam in small flow, it produces computation transformation for sub dam in large flow, it has the similar water features to natural river;it has no control discharge gate, no matter how much flow from upstream, how much flow will pass the dam. Thus lock approaches under the flow condition is complex, it will have the harmful effect on navigation.In this article, we will take Fujian Minjiang Shuikou hydropower station under-dam water control project as the backing, Firstly we studied the layout problem of hub locks, considering the outlet of the river regime of shuikou power downstream, we selected the reasonable location of the dam axis, and then consider ing the topographic and geologic conditions and economic position of the axis of the dam, the construction of difficulty etc., we rationally arrange of the location and type of spillway, energy dissipation buildings and navigation structures.To solve the problem of flow regime within such disorders, we add the isolating wall in the period of tiaoshun, aiming at the problem of the area at the entrance of transverse flow velocity exceeds bid, hanging between anchorage segment dolphin isolating plate, lower void, calculation and analysis using the established mathematical model, the result shows that the optimization effect is better. Through the appropriate location on the outside of the area at the entrance of the add pick flow pier, navigable flow rate can be increased the Q = 13000 m3 / s. In order to further enhance the navigable flow to two years in a flood flow Q=16900 m3 / s, we tried this optimization measures that turn to the left bank of the left dolphin axis 10°,mathematical model within the calculation results show that the approaches to and the flow condition at the entrance of the two years in a flood flow under sail far meet the specification requirements.
