As an important part of technology plan, empty adjustment have an important influence for the coefficient of cars distribution of all the railway lines vehicle distribution, effective use of vehicle resources and service quality of railway freight traffic, is of significant guidance to transport production. After the "real-freight system" reform is implemented, in order to attract customers, empty wagon pay more attention to the timeliness and dynamic of empty deployment.In this paper, on the basis of reviewing extensive literature, analysis empty car adjustment optimization problems at home and abroad, summarizes the research status of empty adjustment and the impact of "real-freight system" reformation on our country’s empty adjustment. Frist collect and analyze documentation about home and abroad, summarize the current situation about empty deployment and the influence for empty adjustment which "real-freight system" made, proposing the meaning and contents of this paper based on above. And then describe the optimization problem of empty adjustment, introducing the origin of empty cars, adjustment method, adjustment principle and the preparation process of the empty adjustment programs in our country. On this basis, proposing the dynamic changes of empty adjustment. According to the working time standards of the station, now cars statistics interval and other factors to determine the empty dynamic calculation method which treats 3h as a interval. Analysis the empty wagon transfer process and empty order status after "real-freight system" reform implemented. On this basis, comparing with the original factors of empty adjustment to explain that the reform implementation made an influence for empty adjustment.Through the above research process, considering the dynamic and Timeliness of adjustment of empty cars under the " real-freight system ", In the determination of boundary assumed conditions and Network simplification, Setting up multi points of the adjustment of empty cars model, and then describing the parameters and scale of the model. This model based on a service time-space network, advantageous to express the connection of empty cars lines, reflecting the dynamic of adjustment of empty cars.secondly put forward to Harmony Search (HS) algorithm and analysis the parameters and algorithm process, simplify the multi points of the adjustment of empty cars model, designed the right Harmony Search (HS) algorithm which meet to the characteristics of the multi points of the adjustment of empty cars model, taking Rail freight station in the Guangzhou eastern region as example, C# is used to conduct the real problem by programming calculation for getting the number of locomotive to the actual problem, and then analysis the results, the availability and applicability of the fixed genetic algorithm are proved.
