At present, most of the grids in China are using CPS standards to evaluate the frequency adjustment performance of control area.Control area performance assessment found that the lager load index of CPS is is generally better than the smaller load in the applications of CPS standards, CPS1 standards may exist the problem of objectivity in the evaluation of different scale load control zone. According to the Southern Power Grid dispatcher phenomenon, combined with the practical experience of power grid operation to revise the CPS1 standards are adaptive, but the correction method is lack of theoretical basis.Based on the above, it is necessary to further study the CPS standard on the adaptability of control performance assessment in different regions, and perfect the theoretical adaptive adjustment method. This paper deduced from CPS theory, found that the core problem of CPS1 derivation process involves the fairness of allocation and distribution system of frequency control responsibility. The distribution principle of frequency control responsibility in North America under the CPS standard is in accordance with the size of the load distribution control area, according to the frequency distribution of responsibility system on the analysis of the principle of fairness, the present distribution is helpful to control the load of large size. In this paper according to the fluctuation of load distribution system frequency control responsibility, and analysis the distribution methods can solve the existing problems of CPS 1 standard.From the load fluctuation correlation coefficient of two aspects affect the influence of load fluctuation and load the size of the load fluctuation of the load fluctuation smoothing effect, combined with the load fluctuation smoothing coefficient to determine the specific way of system frequency control responsibility of fair distribution, thus modified adaptability to CPS1 standard. The analysis of load control area is smaller frequency deviation coefficient according to the statistical characteristics of load fluctuation distribution in CPS 1 more than 200% interval larger proportion of reason. To solve the CPS1 standard evaluation objectivity scheme:frequency deviation coefficient according to the load fluctuation statistics distribution control area; then according to the new frequency deviation coefficient of ACE correction; finally, according to the modified CPS1 criteria to evaluate. To verify the correction scheme of load fluctuation smoothing effect theory and CPS1 criterion, the simulation results prove the validity of AGC performance evaluation accuracy of load fluctuation smoothing effect theory is presented in this paper and the CPS1 standard correction method of control region.
