Currently, grid construction has become the main direction of China’s electric power construction. As an important part of the grid, electric power transmission lines are not only the carrier of electric power transmission and distribution, but also the basis and guarantee of the normal operation of the electric power system. Electric power transmission line construction is mainly charged by electric power construction company, and the cost control plays an important role for the company. It is a key whether the electric power transmission line project is profitable, and it relates to the survival and development of electric power construction company.Due to the long construction distance and complicated construction environment of the electric power transmission line construction, each section of the project and even each base tower has its own base tower characteristic, and construction costs vary widely. Therefore, it is difficult to control the cost of entire electric power transmission line project accurately and effectively, which often makes the actual cost of project much larger than the settlement cost and hinds the normal development of electric power construction company. As the cost control of electric power transmission line project is a complex and arduous task, the research on the electric power transmission line project cost control program with the characteristic of more science, accurate and effective has important theoretical and practical significance.In this paper, based on the characteristics of the electric power transmission line project, we demonstrate the necessity and feasibility of a more precise cost control program for the electric power transmission line project, through analyzing the cost structure of the electric power transmission line project and its current problems in terms of cost control. Then the entire electric power transmission line project is divided into several sub-sections according to the actual situation, and the program of segmentation iterative cost estimate, management and control is proposed, in each sub-section, we estimate the cost by using the method of Activity-Based Costing and optimize the cost control by using schedule, quality and cost relationship mode. After the completion of each sub-section, the cost accounting is analyzed timely, and the results are fed back to the cost control process in the next sub-section to amend the cost control model. In this way, the cycle dynamic cost control process including plan, implement, execute, feedback, correction, modification and re-implement is achieved to realize the accurate and effective cost control of entire electric power transmission line project.We combine the theoretical model and R company’s H electric power transmission line project and demonstrate the feasibility of cycle dynamic cost control in H electric power transmission line project. Then the specific implementation process and safeguards of cycle dynamic cost control are given to supply guidance and reference for other electric power construction companies.
