| Water is the source of all life; it is the valuable natural resources and the material basis for human survival and development. With the rapid development of social economy, the industry with the surge of water, due to the obvious defects existed in the management of water resources,resulting in water resources development and utilization disorder and excessive exploitation, lead to the demand for water resources increase gradually, surface water gradually dry up, over exploitation of groundwater, the hydro geological conditions and ecological environment deterioration. These conditions have changed the hydrological cycle in nature, destroyed the natural water production mechanism and the ecological environment. This series of problem makes the social economic development and water resources contradiction seriously, so solving the contradiction between supply and demand of water resources is imperative. The goal of water resources argumentation of construction projects is to strengthen the rational development and utilization of water resources and management, the key point is solving the contradiction of water resources supply and demand.Water resources argumentation of construction project is the foundation to implement the most strict water resources management system and the "three red lines" in China; it is to carry out“three red lines†control indicators; it is technical support to implement the most strict water resources management system in china. The construction project of water intake need to make scientific demonstration, to ensure the project is more scientific and more water, realizing the sustainable utilization of water resources. Water resources argumentation includes regional water resource conditions and rational analysis of water use, water resources and water supply capacity to take back the water impact analysis, content analysis.
