Along with the promotion of our country’s economic level and comprehensive national strength and the rapid development of China’s western region and the cause of infrastructure to further advance, lots of railway tunnels been built in western with so many mountainous and complex and changeable geological. Because most of the complex geological conditions in mountainous area whose overall strength is low and self-stability is poor Construction often due to excavation method, support parameters and construction management improper caused landslides collapse, large deformations of surrounding rocks and support support structure instability,it is resulting in delays and investment increase. Therefore,the type of soft rock, deformation characteristics analysis system encountered on the rational selection of critical construction plan.This paper studied on the soft rock of Yungui railway Xiaozhai tunnel. Based on the analysis its characteristics and puts forward four kinds of tunnel excavation. And comparatively analyses five aspects including construction security, construction quality, construction cost, construction degree of difficulty, construction schedule to determine the best construction scheme. Finally, it demonstrate the reasonableness of the proposed that construction scheme by using the mathematical study on four kinds of alternative construction scheme by adopting the analytic hierarchy process. In order to determine the optimal scheme for construction of soft surrounding rock section seven step three.
