Tunnel Crossing Yellow River Project (hereinafter referred to as the "tunneling") is an indispensable part of South to North Water Transfer Project, which is a part of East Route of South to North Water Diversion, and it has a very important position. In this paper, based on the "south to North Water Transfer Project in the Yellow River construction comprehensive technology research project" (hereinafter referred to as the "research project", the east east) of tunnel engineering risk management model is studied.According to the hydraulic tunnel engineering, the analysis of the basic mechanics of hydraulic tunnel based on the problem, starting from the overall goal of risk management, created risk management based on the PDCA cycle a water tunnel of entire life-cycle dynamic risk management system. The hydraulic tunnel safety risk acceptance criteria which refer the standard highway tunnel, introduces the main process of risk assessment.The establishment of the overall goal of the Yellow River Crossing Tunnel of the basic mechanical problems and risk management model of the Yellow River crossing tunnel, analysis and control of the risk of whole life cycle, the six stages of the whole life of the Yellow River Crossing Tunnel (including project planning stage Ⅰ, project planning stage Ⅱ, stage of survey and design, construction phase, operation and maintenance stage and scrap disposal stage) the overall risk management, introduced the risk analysis, risk control and risk management of the Yellow River Crossing Tunnel of the whole life cycle.The reference data for the Yellow River tunnel project, part of the project of Yellow River Crossing Tunnel of the possible risks are analyzed, mainly including the design risk, risk to the stability of surrounding rock during the construction of tunnel excavation, tunnel stability of the surrounding rock of water gushing risk, risk of tunnel external water pressure and tunnel outlet connected with a section of the slope stability risk.Using the fuzzy analytic hierarchy process of risk analysis and risk assessment of the detailed design stage, the Yellow River crossing tunnel construction stage and maintenance stage, with the help of the MATLAB program to simplify the calculation process, get the risk level and risk grade of each risk source, and gives the risk level and the grade of risk in each stage of project participants, finally, gives the level of risk and the risk grade of Tunnel Crossing Yellow River Project.Finally, introduces several countermeasures of project risk management. For the Yellow River Crossing Tunnel in design stage risk, construction stage risk and operation risk distribution maintenance phase, the Yellow River tunnel project, a comprehensive grasp of the whole, to take in accordance with the classification of risk manner, gives the owner risk strategy, the designer risk strategy, the construction and operation risk countermeasure.
