Energy conservation and emission reduction has always been the heated topic of the economic development. Reducing the loss of distribution network feeder effectively plays a profound role in energy conservation and emission reduction and economical operation of Power System. Low voltage distribution network reduction has been the key point of the study of the power enterprise, and three-phase unbalance is one of the main reasons for higher loss of low voltage distribution network feeder. The research of the three-phase imbalance has a far-reaching significance in the safe and economic operation of distribution network.The generation of three-phase load is unbalanced due to the type of single-phase electricity users are complex, random nature of electricity, a large number of single-phase load, and in the early distribution network constructed according to the subjective experience of the workers load phase selection. Currently, the workers used to improve the three-phase load imbalance is to use reactive power compensation device to adjust the three phase, three-phase conversion single-phase load device and adjust the phase of network users. Method of adjusting the phase distribution network users, is to solve the problem of three-phase unbalanced load at the source, this method is simple, is the most common method in practice. But this method is no basis for the specific operation, with people’s subjective experience to adjust.Providing an optimized method to adjust phase selection using three-phase feeder loss model caused by three-phase imbalance for single user scattered, high randomness of phase load change, line loss by the line layout and distance. on the basis of the identified users typical daily load curve, using particle clustering algorithm of adaptive inertia weight conducts the initial cluster in a similar degree for the same types of the users,optimizing the users. Single phase load is taken as control variables. Using the symmetrical component method deduce the line loss calculation formula which contained the three-phase imbalance and gaining the Branch line loss by Line loss calculation formula which contained three-phase imbalance. Further deducing the accurate computational formula of feeder loss changed by Three-phase current feeder establishes the optimal model. Through branch and bound toolbox to solve the integer optimization model, to gain the optimized result makes adjustment for users.The modal and method is applied to three phase equilibration renovation project in a town of Changsha. Use the user information collection system to collect and collate typical daily load curve and electricity data of users in the area. Get the calculation results of the best access phase of user load area by solving the model to adjust the phase. There is an adjustment in the town. After making the comparison and analysis, the results show that the accessed phase adjustment method is significant effects and that the unbalanced degree of three-phase and line loss is reduced considerably.
