The monitoring system of voltage fluctuations and flicker monitoring system based on B / S mode is developed by using the virtual instrument technology, network technology and database technology, which brings about several network functions such as sharing software, hardware, information and information fast transmission between surveying department and administration department.In study of voltage fluctuation and flicker, digitizing method of measuring IEC voltage fluctuation and flicker is achieved. A measurement way of voltage fluctuation and flicker based on the HHT and Wavelet denosing is proposed,the arithmetic model of voltage fluctuation and flicker is established, and modulation waveform of the voltage flicker can be detected. This paper uses virtual instrument LabVIEW programming software and numerical analysis software MATLAB mixed programming method for the arithmetic model. Each weight of the signal in different band was obtained, frequency and amplitude of voltage fluctuation signal were examined, the moment at which voltage flicker occurs was detected.Web monitoring system was completed using Dreamweaver software, LabVIEW program was successfully released on the Web server by using remote panel technology builtin LabVIEW. Through internet explorer, remote client can browse real-time monitoring data of voltage fluctuations. Voltage fluctuation and flicker database was established by SQL Server software, the storage and query for a large quantity of data was realized by using the ActiveX module implements in LabVIEW.
