Now, planning plays an important role in the process of our country’s economic and social development. Among them, the national economic and social development planning, which as a guiding documents of our country’s economic and social development, guides the direction of economy and society. According to the local specific conditions, the urban and rural master planning determines the scale of urban and rural areas, the direction of development, the rational arrangement and expansion of urban and rural space. While the overall plan for land utilization, on the basis of local land resources characteristics and economic conditions and requirements, controls the kinds of land use index of top-down and realize the protection of cultivated lands. Because of the different establishment and management department, the three planning goes its own way in the process of implementation and exist many inconsistent part. Therefore, in order to promote the economic and social development in a better way, realize the integration of three planning becomes an urgent problem of the rural and urban construction.First of all, based on the two aspects of theoretical research and empirical research, we analysis the same points of the three planning in the spatial carrier, the background, the analysis method and the different points in the planning objectives, time limits, orientation, emphasis and work mentality through to the research of basic contents of the national economic and social development planning, urban and rural master planning and the overall plan for land utilization. Then,I put forward the theoretical basis of the realization of the integration of three planning so as to provide theory support to realize the integration of three planning.Secondly, through to the comparison analysis of the national economic and social development planning, urban and rural master planning and the overall plan for land utilization, I will propose the aspects of not harmonious in the management system, the institution, the method of preparation technology, the level of information and the participation of public among the three planning. With that, I will raise the corresponding suggestions in order to provide reference for other areas to realize the integration of three planning.Finally, the paper takes Xiantao as the case area and launches the contradiction analysis of Xiantao to realize the integration of three planning from the macro level and technical level through to the introduction of establishment background and planning objectives of Xiantao’s national economic and social development planning, urban and rural master planning and the overall plan for land utilization. Between the two contradictions, the macro level contradictions has little differences from the national economic and social development planning, urban and rural master planning and the overall plan for land utilization of the other provinces. And the macro differences mainly display in the imperfection of the planning management system and the defective of planning institution system and so on. While the contradiction of technical express four aspects. It is the inconsistent planning period, the non-uniform basic data and the different scope of land usage and the dissimilar standard of land classification. In the basis analysis of Xiantao’s specific situation, the paper put forwards the concrete suggestions to realize the integration of three planning of Xiantao. The measures are unified planning period and data, strengthen the overall management of administrative departments, consolidated the standards of land usage, confirm the land index in a reasonable way and use the GPS, GIS, RS technology to improve the scientific of the planning formation. In the guidance of these suggestions, the paper hopes to lead the development of Xiantao in a better way and provides the reference for other areas to realize the integration of three planning.
