With the increasing population economic development and the improvement of people’s living standard in our country, the inconsistency of water supply and requirement is becoming more and more obtrusive. It is crucialto take effective way to relieve the inconsistency of water supply and requirement, to improve the utilization rate of water resources for sustainable development of the social economy and water resources.In this paper, firstly, on the basis of analyzing flood season staging and flood control level’s importance for the improvement of water resources utilization level, the basic principle of fractal theory and fuzzy set theory and its application in reservoir flood season staging was discussed emphatically.Secondly, according to the actual situation of Meishan reservoir, current situation of water resourse in the reservoir watershed were analyzed; In addition, the calculation model of fractal theory and fuzzy set theory in staging was established, calculate Meishan reservoir flood season staging results. Under comprehensive comparison, the results show that the following classification method is more reasonable:the period from May 1 to June 9 is the pre-flood, from June 20 to August 18 is the main flood season, from August 29 to September 30 is the latter flood season. Set a 10-day transitional period between the flood season in this paper.The stage hydrograph of flood control level is derived by combination of flood season staging and flood control level. Adjust the flood control level of Meishan Reservoir basing on the flood stage. Finally, the results show that adjusting the water level of Meishan reservoir from 125.27 meters to 127.22 meters is feasible and prefitable and good for generating electricity.
