The technology standard and format were imperfect and construction plant was outdated. Uncompleted projects were induced due to lack of construction investment and infrequent suspense. The underlying peril behind the unsound reservoirs is no guarantee quality from design to construction. With the preliminary management of rivers and growing perfection of flood-disaster control, uncompleted reservoirs are increasingly becoming the biggest threat to life and property of people mass, which attracts special attention from the government to emphasis on reinforcement of the defective reservoir.Since the21st century, the domestic dilapidated reservoirs and consolidate the pace of the work faster and faster. The current domestic large and medium-sized reservoirs and consolidate work is now coming to an end, and reinforcement of the dam is in the peak period of construction, Small reservoirs are numerous, accounts for about95%of the total number of reservoir.
