With the rapid development of global metropolitan areas and the shortage of land source as well as the ownership of vehicles, the traffic problem all over the world is becoming more and more serious and researching on Intelligent Transportation System (ITS) is now a hot topic. As the key part of ITS, Cooperative Vehicle Infrastructure System(CVIS) links together vehicles and roads by internet which is seen as an important tool to avoid traffic problems like traffic jams and traffic accidents. In the meantime, self-driving technology has seen itself a great improvement with the help of modern computer science and internet technology. The Intelligent Vehicle Dispatching System (IVDS) presented in this article has a goal of coming up with the cooperation between CVIS and Driverless Vehicles to guide these kind of vehicles to their destination automatically and safely by CVIS, the realization of which will help to improve traffic efficiency as well as reduce traffic congestion.The optimal path planning method is researched in this article by a kind of modified Dijkstra algorithm. By doing this, every single target in the system will be endowed with a modified shortest path. In this modified algorithm, the dynamic path planning algorithm, which is able to add or delete some of the task points, is promoted to avoid the rise of time complexity in classic Dijkstra algorithm. And software simulation test is realized in newly developed software proving that this modified algorithm is effective.In order to solve the problem of traffic conflicts, this article gives a way of designing dispatching system by combining together the global path planning and the local path planning. Global path planning is expected to offer initial paths for target vehicles and local path planning will give ways to avoid conflicts among vehicles by taking advantage of Petri net. Also hardware simulation platform, the control chip of which is STM32microcomputer, is built. In this platform, information can be delivered by wireless communication module proving the possibility of the realization of this dispatching system. All this article has done can be references to the development of future Intelligent Transportation System.
