Electricity transmission network is the communication private network for the power system and it is an import infrastructure to ensure safe and stable operation of the power system, with significant industry characteristics and special requirements for safety and reliability. Self-healing ability of the power transmission network refers to only a few or no human intervention, the network will be able to automatic recovery service transmission from failures in a very short period of time. In the healing process, all kinds of business will not be interrupted, and users will not feel the network has malfunctioned and restructured.In the traditional power transmission network, operation and maintenance, alarm management and fault localization mainly rely on the experience of network managers. However, with the rapid development of the power transmission network, the existing power transmission network has large scale, complex structure. And it can’t ensure the efficient and reliable operation of the power transmission network only relying on manual processing failures, resulting in it’s difficult to quickly and accurately evaluate the self-healing capacity of the network in a real network environment. So it’s necessary to develop a power transmission network self-healing ability simulation platform, to achieve self-healing simulation, fault management, and personnel training, to improve the reliability of the transmission network.So this paper mainly studies the design and implementation of the power transmission network self-healing capability assessment system, including index system, evaluation method and the design and implementation of the evaluation modules. Firstly, a hierarchical index system of self-healing capability was established according to the related principles of index system. Then the paper introduces variable step learning rate to enhance the learning ability of BP neural network, and uses this algorithm to evaluate self-healing capability value. At last, the power transmission network self-healing capability assessment system was designed and implemented. And the improved BP algorithm was employed in the evaluation modules of the assessment system. Simulation results show that the improved BP algorithm has a more stable performance. It verifies the scientific and effectiveness of the research in this paper.
