The maintenance mode of railway equipment is changing from the traditional "fault repair" and "cycle repair" to the "maintenance depending on status", which puts forward the new requirements of Permanent Way maintenance materials management, hoping the inventory control more accurate and more prescient. If the Permanent Way maintenance materials’supply cannot meet the needs of the maintenance of railway equipment, it will cause the device to run in sick, affecting railway traffic safety. Meanwhile, if we storage lot of maintenance materials to ensure the timely needs of the equipment maintenance, it will increase the cost of inventory. This article will revolve around how to scientifically predict remaining life of Permanent Way maintenance materials, and how to make the maintenance materials inventory control cost optimal.In this article, the status of the Permanent Way maintenance materials management were analyzed, including the classification and characteristics of maintenance materials, the business processes of maintenance materials management, the comparative analysis between the Permanent Way maintenance materials inventory management and the content of general inventory. In addition, the article also analyzed and summarized the existing problems of Permanent Way maintenance materials management.This article divided the Permanent Way maintenance materials into repairable and immutable. The repairable materials including steel rail, turnout, steel beam and so on, the immutable materials including sleeper, fasteners, rail switch accessories etc. These are differences on the distribution regularity of the remaining life about these two types of materials. This paper studied the remaining life estimation method of these two types of Permanent Way maintenance materials and established the corresponding remaining life estimation model. In addition, the author used actual production data to verify the correctness of the model, providing the basis for the demand of the Permanent Way maintenance materials control.Based on estimate of the Permanent Way maintenance materials remaining life, the paper further discussed the implementation of the maintenance materials inventory optimization management. Through analyzing of the existing Permanent Way maintenance materials inventory management, the author built the inventory optimization model based on safety inventory constraint, maximum inventory constraints, cost constraints and so on. Finally, this paper used the actual production data of Lanzhou Railway Bureau for model validation, and applied the research results in scientific research project of Lanzhou Railway Bureau as "the integrated digital information systems of construction and maintenance for Lanzhou Railway Bureau". In this system, the author designed and built the inventory management module, including inventory information, demand planning, procurement decision-making and supplier analysis, etc. Practical application shows the estimates model of remaining life and the inventory optimization model in this paper presented with good results.
