The Houbi-Kuangmenkou-Guantai interval (hereinafter referred to as Hou KuangGuan interval) of the upper reaches of Zhanghe River is one of the most frequent area ofwater disputes. Because of the water shortages of the villages along the river and thefour canals is the main cause of contradiction of competition for water. Therefore, it isvery necessary to timely and accurate assessment of the upper reaches of Zhanghe River,especially the drought situation of Hou Kuang Guan interval, determine the droughtindex adapted to the region, and establish a broad representation of droughtclassification system. The threshold of the division of each drought grade can helpwatershed management agencies make appropriate water diversion programs to reduceor avoid water disputes arising due to drought and water shortage.This paper mainly through analyzes and introduces the current situation of the useof each drought index at home and abroad to determine the drought index of the upperreaches of Zhanghe River. And validate the results of the use of the index, then, drawreasonable conclusions. Finally, analyze water scheduling scheme of the upper reachesof Zhanghe River during the drought. The main contents are as follows:First, by conducting present data collection and field investigation, combined form,this paper analyzes the basic situation of the upper reaches of Zhanghe River from theaspects of natural geography, water conservancy project overview, social economicsituation, water resources management, and so on various aspects. In order to providedata support for drought period water resources scheduling in the target area.Second, analyzes the current situation of the application of drought index at homeand abroad, comparative analysis to determine the suitable drought index in the upperreaches of Zhanghe River.Third, further analyzes of the control node of the drought index in order to find outsection control nodes which are representative strong, information complete and bigcontrol area.Fourth, using the method of typical drought years, and comparative analysis forverification analysis of the selected drought index and the determined threshold ofdrought, then, draw the conclusion.Fifth, make a conclusive analysis to the whole research, and analyzes the problems existing in the research, last suggestions are put forward.
