With the development of distribution automation technology, major cities havecompleted the master distribution automation system and basically realizedAutomation, Intelligence, Information. It is not suit to popularize in small citiesbecause of the huge costs on construction and maintenance. One of the importantissues for distribution technology is to design the new distribution automation systemfor small and medium cities. It can coordinate the relationship between thedistribution system reliability and economy.In view of economical and practical, the paper provides the basic framework of anew type of feeder automation technology based on non-communication protection. Itsummaries the structure of typical distribution grid in small city and analysis the basiccharacteristics of sequence voltage and current on different type of fault. Studyingnon-communication protection for different grid structures is directed againstcharacteristics of medium voltage distribution system. Then gives the protectionstartup and acceleration criterion that is suit to the running requirements. Thenresearches the most widely used model in practical application, single-supply andsingle-breaker grid, especially in-depth analysis the sequence voltage and current forsingle-phase ground fault. Gives the appropriate line selection criterion based on thecharacteristics of zero-sequence current. Finally, makes modeling and simulation onPSCAD simulation platform and verify the effectiveness of the proposed programs.The new feeder automation system based on non-communication protection isproposed to using the minimal fee to obtain the maximize reliability relative to thedistribution automation system. It does better in coordinating the relationship betweenthe distribution system reliability and economy. The system can be popularized ineconomic less-developed region or used as the first step of distribution automationsystem.
