With the construction of the high-rise and large-scale, increasing the amount of cement used, about 12 tonnes of emissions of carbon dioxide in the production process, to speed up the "global warming", a serious threat to our environment. The thermal power plant fly ash producing in the process of iron blast furnace slag and other waste, solid waste emissions as storage, easy to dust, pollution of the environment, but also need to invest a lot of funds for construction of ash storage field in large area occupies a lot of land, so the effective comprehensive utilization of fly ash and other waste to generate renewable energy is an inevitable way to improve product industrial added value and reduce pollution. The research and development of non cement concrete two products, will improve the local quality of atmospheric environment effectt.In this paper, in order to study the effect of a new activator was added to the combination of fly ash and slag cementitious materials, which give full play to the role of stimulating effect, with use of fly ash, slag cementitious m aterials and cement as cementitious material, a total of 12 sets of mortar, mort ar can get the best combination of a group of activator; at the same timeaddin g expansive agent in concrete, improve the concrete workability, effectively pre vent cracks, improve the durability, with best activator combination of concrete block in the test, cement ratios of 0.35 and 0.45,0,2.5%, made in5%,7.5% rat e of expansion admixture in cement without clinker concrete and ordinary con crete 8 block, work, compressive strength and dry shrinkage test; the best activat or combination and the best expansion agent for concrete mixing ratio of axial c ompression test, bearing capacity, elastic modulusdetermination limit of concret e short columns is put forward, mathematical model.(1) through the experiment research of fly ash, slag as cementitious material, d ifferent activator composite mortar fluidity, the flexural strength, compressiv e strength.(2) through the experiment research of fly ash, slag cementitious materials mix ed with expansive agent in concrete fluidity, compressive strength, dry shrin kage.(3) through the experiment research of fly ash, slag concrete column ultimat e bearing capacity for cementitious materials, elastic modulus, draw the stre ss-strain curve, the load displacement curve.(4) through the analysis of the domestic and foreign related concrete colum n component calculation formula, which is suitable for non clinker cemen t concrete short column ultimate bearing capacity formula.(5) Analysis of fly ash, slag cementitious material with ANSYS finite element software, the ultimate bearing capacity of the concrete and the results were compared with experimental values.
