Electricity is the most important, cleanest and the most convenient energy use among human life and world economic development. Since the 21st century, although nuclear power, solar, wind, hydro, renewable biomass and other low-emission power generation technologies developed rapidly, but the total amount can not meet human needs. The major fossil fuel is still the primary energy. During "Twelve Five" period, China develops in an important period of strategic opportunities, which makes resource and environmental constraints become more important. With the rapid economic growth, energy consumption increases linearly, the contradiction between economic growth and the environment has become an important issue along with economic and social development. Energy conservation is the inevitable choice for sustainable development. In the industrial sector, the conservation of energy power plant is a very important part. At present, in China’s energy structure, thermal power accounts for about 74%(power generation accounts for 80%). Relative to oil and gas resources are increasingly scarce, while coal resources are abundant, and the price is low and stable, easy storage, for a long period of time in the future, clean and efficient coal-fired power generation will be mainly the world’s electricity supply. Therefore, it is very important to enhance and improve the efficiency of thermal power units.This paper introduces the principle, features and advantages of double reheat. With the investigation of the low-temperature waste heat utilization status within the country and abroad, the author proposes the significance by using low-temperature economizer. He introduces low temperature economizer theoretical principles, conditions and coal quality programs are described. Then according to the characteristics of low temperature economizer feasibility analysis, acid dew point of the flue gas, metal security wall temperature, and water-side inlet temperature were calculated for the low temperature corrosion problems, the installation location of a detailed scheme comparison work. From the annual utilization hours, the author calculates and analyses on condensate recovery systems, auxiliary power consumption and new standard coal consumption through analyzing annual cost method and the static, dynamic comprehensive technical and economic indicators of recovery period set low temperature economizer program. Large amount of detailed data inspires the potential of energy saving, the technology is feasible with significant economic benefits. The results showed that the design of the low-temperature waste heat utilization by using the waste heat can effectively improve the thermal efficiency of the unit, reducing coal consumption, and water-saving effect is remarkable, which greatly improves economic efficiency of the power plant, in line with the national " energy conservation" policy. Simultaneous analysis of the use of new technology supervises reheat focus on the construction process and to develop a detailed supervision programs to ensure the safety and quality of construction to meet the design requirements.
