Due to a large number of traditional energy consumption, environmental pollution is worsening, accelerate the implementation of new energy development strategy without delay. In contrast to other new energy, ocean energy is intensive and an important renewable clean energy. The national government of the United Kingdom, the United States, Italy, Portugal, Denmark, formulating a variety of policiesto encourage the development of ocean energy, and our government is making efforts in this regard as well.Wave and Tidal current energy is the largest potential ocean energy resources. Currently, there are many countries have made a real sea conditions generating testedfor wave energy, tidal energy generation device, and some countries have already built a test field of marine energy generation, and even put into commercial operation. In China, the development of ocean energy power generation technology is slow and has not been completed wave energy, tidal energy generation testing ground.The paper analyzed the performance of the device itself and power transmission characteristics of tidal current energygeneration device, and proposed appropriate assessment methods, and based on three levelsevaluation model given evaluation results of power output performance of tidal current energygeneration device. It is the accumulation of experience for real sea conditions test and evaluation system establishment of ocean energy power plant in our country.Firstly, the paper described theprinciple of Tidal current energy generation, analysized the device itself index properties of tidal current energy device, such as power characteristics, availability, annual power output, average power/ maximum power ratio and energy conversion coefficient etal, using correlation to correct improved G1 method determined subjectively weights, entropy method determined objective weights, then get the comprehensive variable indicator weight based on the "multiplication" principle, and based on fuzzy theory builttidal current energygeneration device performance evaluation model.Secondly, due to tidal current energy generationof strong intermittent and its output power is volatile, power device must go through converterstable output power fed into grid. The research of transmission characteristics of tidal current energy power device is necessary. Learn from the research findings of power quality of solarenergy, windenergy grid power generation, designed tidal current energy generation device transmission performance monitoring chart, to obtain index weight based on improved maximizing deviation method, a generalized set pair analysisassessment model of tidal current energy generation device of transmission characteristics was established.
