Distribution network is at the end of the electric power system, connected directly with the user, the supply capacity and the quality of the power of the entire power system to the user must be manifested through the distribution network, so its reliability is an issue cared by the power supply enterprise and power users. How to reconcile the contradiction between the reliability and economy, and with the limited funds to maximize the reliability of the system become an issue that need to be addressed urgently.Firstly, this paper introduces the reliability and economic evaluations of the distribution network, describes the meaning and the context of the research, describes the domestic and international research status and development trend of the issues, analyses the analysis methods commonly used in reliability and economy, and their advantages and disadvantages are compared. This paper simplifies the reliability model of the components, shows the statistical method of the original parameters of the reliability of the element, and then presents the basic indicators needed by the reliability assessment, laying the foundation for the next work.This paper proposes the simplifying conditions of reliability assessment combined with the actually running situation of the distribution network of our country, proposes a set of reliability assessment methods based on FEMA method. For the simple distribution network, this method enumerates the contingencies based on the different types elements, and then get the reliability index directly; for complex distribution network, according the reliability- network-equivalent approach, the branch of the complex distribution network is equal to an element, which simplified the complex distribution network into a simple distribution network, and then get the reliability indices of the load point on the trunk section by the uplink equivalent, get the reliability indices of the load point on the branches by the downlink equivalent. For the vagueness and uncertainty of the planning grid’s date, this paper homogenize the lines, distribution transformers and loads, so that the planning grid can get the reliability indices by the way complex distribution network get. At the same time, this paper forms a completely method about distribution network reliability assessment, taking into account the influence made by the load transfer and pre-arrange power failure.This paper introduces the basic ideas of the Cost- Benefit Analysis, and the basic concept of the customer outage cost, the advantages and disadvantages of the various methods to get the customer outage cost are compared too. This paper propose the model of outage cost based on the annual peak load of users, the model makes use of the users’ annual peak load to normalize the different users’ outage cost of the same type, then get the composite customer damage function by the proportion of the annual peak load of different types of users, and finally get the customer outage cost combined with the method of reliability assessment on Enumeration MethodThis paper takes a typical feeder line of a city’s distribution network in Jiangxi Province as an example, calculates the reliability indices and outage cost of each load point and the system, the result shows that this method is accurate, simple and fast, can well adapt to the requirements of the reliability and economic assessment, suggested by the operation and planning of the distribution network.
