In the process of rapid economic development in today’s society, the power as an important resource for economic development has been indispensable. Currently, a large number of power projects in the state in the construction of these power projects can be completed in accordance with the desired objectives can not be achieved directly affect the quality of the development of the power industry relies other industries, however, the power project is under construction, power engineering management important to ensure the quality and timely completion of the project, so the project management of the power to evaluate it has very important significance.At present, research on Evaluation for power after the project has many, but for the evaluation of power engineering project management is relatively scarce, andhas not formed a set of scientific, reasonable and applicable evaluation index system, evaluation method and also for the evaluation method of subjectivity.Aiming at this problem, this paper combined with the characteristics of power engineering project management, from six aspects, investment management,technology management, qual-ity management, schedule management, safety management, environmental management and so on for a total of 22 indicatorswas established and applied to Xinmi power plant project phase second project management evaluation of the evaluation index system, and compares the with the traditional evaluation method of electric power project, and put forward a set of analytic hierarchy process based on matter element extension model. The second phase project of Xinmi power plant project implem-entation experts and foreignexperts scoring method to determine the weight of each index, using AHP, the actual impact can be more fully reflected in each index of project management evaluation, defects and matter-element model can well make up the classical mathematical emphasison quantitative data and ignore the qualitative aspects,will quantitative and qualitative combined with very good, through the paste progress to calculate grade standard object and evaluation to determine the evaluation object to the assessment level. Finally it is according to the evaluation results, and summarizes some defects existing in Xinmi power plant project phase two of the project management, and put forward some reasonable suggestions, help the project management of electric power engineering for after.
