This thesis studies the current project performance management deeply by using the method of questionnaire. Research shows that its original evaluation system of performance evaluation had the following problems, such as lack of overall view, ambiguous purpose of the evaluation, simple evaluation method, unscientific evaluation standard, information communication of the performance with no feedback, and lack of supervision mechanism in evaluation.According to these problems above, this paper studies the performance management system of the second terminal project of Shuangliu Airport through the combination of theoretical and empirical method, in the light of actual situations of second terminal project and its work requirements. The paper mainly chooses advanced ideas and methods to optimize the design of the performance management system, distributing the project’s strategic target layers of decomposition to the department or staff members, and formed department staff personal performance indicators, performance indicators and finally forming the new structure and contents of the performance management system of Shuangliu Airport terminal 2 project.This paper uses analytic hierarchy process, Delphi method to determine the weight of each index to build the performance evaluation indicators of the second terminal of Shuangliu Airport. While the performance evaluation indicators of the second terminal of Shuangliu Airport include the employees’ behavior attitude, ability and quality assessment index and assessment index key performance evaluation indicators. Based on the results of performance appraisal system, it rationalizes the appraisal process, increasing the intensity of the performance of the training, promoting the performance evaluation results timely feedback, making full use of the performance appraisal result, constantly excavating potential abilities of employees, and further optimizing the allocation of human resources, as well as revitalizing the performance management in project implementation. This paper improves the performance management system of the second terminal project of Shuangliu Airport. Hopefully it provides certain reference to performance evaluation in China.
