With the development of the society and the rapid progress of science and technology, technical means up-grading of the electric power enterprise becomes more and more difficult to meet customers’ need while the electric power demand, the quality of the power grid operation and electric power service are increasing. Meanwhile, data acquisition becomes more difficult and cannot provide powerful data and technical support to electric power marketing service. We provide the superior service to customers, while adapting to the reform and using Big Data. It will be a challenging technical problem to analyze and apply all kinds of the power supply and consumption data in a more effective management measure. The data accuracy and reusing availability is very poor because of the single and backward marketing means, the less interactive mode to customers, the limited operation skills, the huge number of customers and the rapid changes in load. Thus neither can electric power sector have good command of electricity consumption and demand, nor can customers get to know from electric power sector. The traditional working method is no longer satisfying “one strong three excellent” modernization needs.The paper will exploit the new network sensing technology, data communication technology, data processing technology, J2 EE technology, to complete the reading technology to achieve this, the physical structure is mainly composed of three parts, the first part is the system layer, mainly composed of electric meter, terminal equipment, for the completion of electric energy meter data collecting and data on the operation; the second is a set of network transmission channels and efficient, this part is mainly used for the report and send data, bridge construction, complete information exchange; finally is the system used for the data collection, display the comprehensive analysis and processing the application level operation and control and manipulation of data, to the decision-making layer.Through the realization of the system, the basic settings, can finish reading classes of power marketing users planning, acquisition point installation, cost control remote processing, system monitoring and other large number of users with relevant information to the class, so as to provide the corresponding data analysis and statistics for the electricity marketing departments, greatly improve the marketing the level of modern management.
