The Application Of Ant Colony Effect And Hayne Law In Road Administration

The classical principle of management is a research hot spot among people from all fields in China. However, there has been no deep research focused on how to use these classical principles to improve road administration work effectively. This paper takes full advantage of previous researches, focusing on the daily work of Binzhou road administration detachment, combining author’s many years experiences of working on road administration. And such experience would help the author use current resources, combine specific examples and analyze actual data to give a scientific, regular, reasonable and effective improvement method on road administration work. This paper pays emphasize on the application of two classical management principles, ant colony effect and Hayne law, on decreasing the approval process time that applying for the level crossing road administration permission and excluding the traffic accident occurrence quantity of Rongwu highway Binzhou section. Here is the main work and the embodiment of innovation:(1) Ant colony effect:Based on the theory of ant colony effect, through analyzing the data of applying for setting up the level crossing road administration permission in Binzhou in the year 2014, the author finds out the key links which delayed much time of the process for applying for setting up the level crossing road administration permission. Aiming at the key links which delayed much time, based on legal procedure and the situation of existing resources, the author put forward many scientific, standard, reasonable and effective optimization schemes, leading the optimization schemes into the actual road administration work In January 1,2015. Through comparing and analyzing the data that both before and after leading the optimization schemes into the actual road administration work, the author confirmed the effectiveness of the optimization schemes.(2) Hayne law:Based on the theory of Hayne law, through analyzing the data of the traffic accident occurrence quantity of Rongwu highway Binzhou section in the year 2014, the author finds out the key factors such as bad weather conditions, special time, special road sections which caused traffic accident much easier. Aiming at the key factors which caused traffic accident much easier, based on legal procedure and the situation of existing resources, the author put forward many scientific, standard, reasonable and effective optimization schemes, leading the optimization schemes into the actual road administration work In January 1,2015. Through comparing and analyzing the data that both before and after leading the optimization schemes into the actual road administration work, the author confirmed the effectiveness of the optimization schemes.Through applying this two classical management theories, ant colony effect and Hayne law, to the road administration flexibly, it greatly improved both road administration work efficiency and road administration service level, kept people driving on highway safely and smoothly as much as possible, established a good image of the road administration department to the public.
